Can a diocese leave the Episcopal Church?

As I blogged recently, there are dioceses scheming to leave the Episcopal Church. San Joaquin tops the list. So here's a question? Can a diocese leave? Is that even possible? Turns out it's not so simple, one way or the other. Mark Harris has a thorough discussion. If someone can recommend discussion from other perspectives, I'd happily post them here too.
